Visited Klínovec when staying at the resort of Oberwiesenthal in Germany (which is just a 15 minute drive across the border) in 2011. I was quite pleasantly surprised. It was already March and thawing at daytime but still the snow stayed pretty fresh, and there was more of it than in Oberwiesenthal. Overall, Klinovec seems very snowsafe, almost like the Alps.
The ski runs are all treelined and provide nice and mostly easy skiing, although there are also some steeper pistes. All runs are quite short (500 - 1500m).
There are quite a lot of ancient drag lifts about but there seems to be a new 4 seater installed which should have eased things a lot by now. The 3 seater that already existed when I went is slow but comfortable with radio playing at every lift mast!
There is also a sufficient fun park with a halfpipe in the lower section and some lit-up night skiing.
There isn't a real village at the foot of the mountain but some scattered hotels and guesthouses. The people where friendly and you can get nice and filling Czech food on the slopes. Overall, it's pretty cheap.
The ski resorts of Oberwiesenthal and Bozi Dar are very close and you can visit them if you get bored with Klinovec! Also, I have seen plans of schemes to connect all ski resorts in the area with gondolas until 2015 to create a large ski area like in the Alps!
It's worth keeping an eye on Klínovec...
